    The problem is not enforcement. The problem is too many H-1B Visas. As long as they can pay 25% less for the same job, they will find ways to hire them. They will accept U.S. resumes, they will interview them,and they will ultimately find ways to exclude them and hire the cheap H-1 labor that they are after.


    The only solution is to restrict the number of Visas and allow wages to rise so more U.S. citizens get training and pursue these careers. With wages falling, fewer and fewer go into these careers and more drop out.
