H-1B visa concerns
I recently got around to reading "Looking into the crystal ball," by Richard Weingardt, P.E., published in the April 2006 issue of Structural Engineer. I have followed his debate on what it takes for our profession to advance. Allow me to me share my take on the outsourcing/H-1B visa issue with you.
I am a first-generation American citizen. My parents came to the United States during the Freedom Flights (1969), and eventually I graduated from the University of Miami in 1998 with my BSCE. Working through a couple of local firms, I have been with the same firm for two years now. They are a national firm with a branch in Miami. Like most of the firms in the industry, it has been difficult to hire engineers (and CAD drafters). As has been the case in our industry, they turned to the H-1B visa program. Some people they have hired through that program are talented, mind you. They are excellent in analysis and in running design software. However, the story has been completely different when it comes to developing details and turning numbers from ETABS into construction documents!
Here's the rub: I'm a "senior project engineer/assistant project manager." Recently on the tag board in our office, there was a job posting for a "project engineer" (which is one position lower than mine), specifically for an H-1B candidate, making approximately $2 an hour more than I do. Although the monetary amount is relatively minor, my problem is with them bringing in people at a junior position, earning more than someone who is a citizen, and potentially preventing an American from advancing, or from earning a position at that salary. I am not the only one in my office who saw that posting. Needless to say, it has been the topic of conversation in our office.
How can we deal with this abuse of the H-1B denying Americans their right to advance in our profession? Who is the biggest supporter of this H-1B fiasco, and what can we do to get this eliminated? I am asking Richard Weingardt to please help us out with his column and assistance.
